to be as phony as a three-dollar bill (English) — "To be as queer as a tree dollar bill". This is an American expression. There is no, nor has there been a federal currency in that denomination. It means something is false or fake (phony). For people it can mean strange or odd. It predates 'queer' meaning homosexual. Today it has the connotation of that definition combined with strange or odd. But that does not mean the speaker is specifying a comment about homosexuality.
