What does Бирюзовый взгляд mean as it occurs in the song "Младший лейтенант"? Does it equate to being blue or having the blues in English? Or does he just have what we'd call baby-blue eyes?

It means that the boy has turquoise eyes. That blue-green colour.

But doesn't взгляд relate more to what eyes do than to what their colour is?

It does, but we have to deal with the lyrics to a song, so it gets more poetic meaning. Like we'd say "Deep brown look of someone's eyes".
I'd translate these lines as "The turquoise look of his eyes" because the meaning, the context of the lines is just the colour. In Russian language we don't have such idiom like "I feel blue" when we refer to someone's inner state. And I am more than sure, we don't have any idioms that refer to blue colour at all.

There seem to be some figurative and colloquial uses of голубой:

Turquoise in French has, or used to have, associations with homosexuality. Such an allusion would make some sense here, of course, except I don't know that it would go with "like a child". Having baby-blue eyes would, and I think "baby-blue" is slightly towards turquoise as maybe blue eyes in general are. Added to that is the problem that there's no real equivalent for "blue" in Russian.

True turquoise (as understood in English) eyes are rare. Why would a songwriter give someone the rarity of turquoise eyes without there being something about it and then expect people to understand that that makes him look childlike without further ado?

Can it not be anything to do with some sort of glazed look? Glassy-eyed?

If I’m reading the line “бирюзовый взгляд как у ребёнка” right, then there is no hidden meaning in it and it should be translated something like “(your favorite color) eyes like of a child / a newborn”.

That's it. Baby-blue eyes that look naïve. That's what the line implies.
