  • 1. sounds rather weird in French too
  • 2. "encourir" sounds a bit like "courir" (take a risk) but is actually a legal term meaning "incur" (a penalty, sanction...)

Might be poetic licence, but sounds more to me like an attempt at using posh words she's not familiar enough with. The result sounds rather awkward.
