Send in the clowns (English) — To ask for, request, or become involved with people in group that are below the expectations, or competencies require to do something accurately, or of quality. "Well we contracted them even though we were warned. Send in the clowns!" Employees of a disreputable (with a poor reputation or low integrity) company, or group would come in a 'clown car'. Speaking figuratively.
There is a song called, "Send In The Clowns", It alludes to having them to come attempting to stop depression, or sadness. Clowns play a diversionary role.
