Perhaps залив is just a reference to the fact that Amsterdam has lots of canals and is close to the ocean...? That the only thing I could see that could possibly makes sense.

I was also thinking, "What if заливом is supposed to be заливам, and it actually means 'Let me be at the bays' ?" But since I don't think you can use быть just like that, I don't think that's correct.

It's not hard to say precisely "don't kiss me on the lips" (Но в губы не целуй [меня]) or "I won't kiss you on the lips" (Но в губы [тебя] целовать не буду), so I assume the "no kissing on the lips" is intentionally impersonal.

"they could be useful" -> I agree, your translation sounds better

I also think "заливам" is not an option due to grammar.
"gulf/bay" still sounds very strange to me.

Well, let's see what the natives care to say on this.

Позволь мне быть заливом means only "let me be bay/gulf" Puzzled
This is tradition of russian rock-poetry: sometimes all sense understand only author.
