[1] Both phrases mean "What are you saying?" or "What did you say?" but the first is more common in Colombia (and other countries) while the second is more common in Argentina. It's not about one being formal and the other informal but didn't know how to convey that in English.
[2] The bandoneon is a popular instrument in Argentinian music
