Yes it does! :) It's an informal way to say it, kinda short-cut version of "Tulisipa nainen".
I can try to explain it.
Tulla = come
Nainen = woman
Tulisi = would come
Tulisipa = wish (something) could come

There really isn't a shorter way to translate words like that.
Fe. "Olisipa lämmin" translates to "wish it was warm".

Oh yes, completely understandable. It's not a very common way to say it like this. Maybe a little bit old-fashioned in a way as well.

There's a whole set of sayings like "tulis" you hear in Finnish melancholy movies while a lonely man is drinking alone in a cottage, but not much in reality :D. Those need their own dictionary.

"Joku naine vois tul" sounds casual to me :D. "Tulispa nainen" could be used in the middle of a sentence, like "Tulispa se naine jo", but not really on its own. But yeah, I dislike my dialect...

Why not? :) I'd much prefer to hear and speak fe. eastern dialect, like my mum has. People just don't really say things as nice or pretty here.

Jep - ja taas yks ero, me ei jätetä yleensä aata pois sanojen lopusta :D. Ja kuulemma ku me sanotaan "mehtä", "veihti" ja niin pois päin se kuulostaa "junttimaiselta" joidenki mielestä.

And no one here would most likely use "Joku naine vois tul" (we would say "tulla" and not "tul") :P. Sounds a little weird.
