Is "capelli d'oro" the character "Goldilocks" from the fairytale?

Might be but in Wikipedia she's called Riccioli d'Oro:

I don't think he's talking about the fairytale 'cause we call the little girl "riccioli d'oro", as Sciera suggested.
More likely, he's just referring to a girl (or a child) with blonde hair that he used to call "capelli d'oro" because of her prominent physical attribute.
