"Plan"(russian) can be translated regularly as "Plan" (english) but also means a Joint or Cigarette with hashish in russian slang.
-----------------------------------
Is it some sort of vegetable ?
(1) "Kolot" means to stab, so i take it he means sticking needles in his arm, meaning doing heroin.

(2) The pot, meaning the toilet
(2b) хлорофос -- Metrifonate: chemical, used as an insecticide, but you can also get high from it.
(3) "BF" is a russian brand of glue, like western "pattex" or "UHU".

(3a) Или мотают БФ на сверло, -- Or they wind BF brand glue on a drill bit: (ingenious folk method to separate ethanol from BF glue is to wind a drill bit in it until all dissolved tacky resins precipitate on a drill bit and only the solvent remains, which is pure ethanol, although barely drinkable with a lot of glue solids remaining).
(4a) Every thing either does exist, or does not. A direct quote from the "honey song", stanza 2, which can be found here.

(4) In the sense of "It doesn't feel right" or "they say it's not right"

You got most of it right :) Several idiomatic expression corrections are below:
-
I've got an ulcer and I am not allowed to drink
Although I really want to,
-- Until it hits them straight in the brainless head
Metrifonate: chemical, used as an insecticide, but you can also get high from it.
Or they wind BF brand glue on a drill bit: (ingenious folk method to separate
ethanol from BF glue is to wind a drill bit in it until all dissolved tacky resins precipitate on a drill bit and
only the solvent remains, which is pure ethanol, although barely drinkable with a lot of glue solids remaining).
-- Or they distill moonshine (on a homemade still) to spite the authorities
I believe the joint gives the best high
I wasted all my money like the last fool
хитрый предмет, -- tricky thing (object, not a subject)
Every thing either exists or it does not
-- If you have it, then it is instantly gone.

Well, yes. If you never lived in Russia or even if you did, but never experienced the life of alcoholics there, it would be
almost impossible to figure out what they are talking about. I read about this crude but ingenious technique long ago
somewhere, but I agree: it requires a certain background and life experience to make sense of these lines.
BTW, ethanol is your common drinking alcohol in spirits and wine (although I don't recommend drinking ethanol
extracted from BF glue, it's not safe and it smells terrible :) ). Blindness is caused by methanol, which can be deadly.
Many people die in Russia drinking adulterated alcohol with high methanol content.
ah i mixed them up.. ethanol is the drinking alcohol (C2H6O), methanol (CH3OH) is the dangerous one. we learned that in school but i reckon as a russian you have more experience in making moonshine. i only know that when you make moonshine you have to let it run for a couple seconds so that the methanol can drip out, before you catch the distilled product, that is pure ethanol or drinking alcohol.
