Cannon fodder - an unceremonious, slang, and succinct way of referring to a military person, or group especially those of infantry. Fodder is dried food (usually said in referring to livestock's food).
Cannon fodder implies that the infantry (foot soldiers) are feed/food for the artillery. Most often used when referring to a failed military maneuver.
