To start gaining experience in something. To take a risk and try something new. Getting your feet wet is the first step in learning about water, and learning how to swim. The sensations and actions taken make long lasting impressions. If you learn to play a musical instrument, you have to pick it up and use it. That's how you get your feet wet. Learning to drive a car, and so forth.
'Wet feet' is not 'cold feet'. They are very dissimilar. Cold feet means you are afraid, changed your mind to experience something.
