Oh absolutely!
I couldn't resist adding an English idiom of my own here. "Can't say I'm surprised" means exactly that with a certain added world weariness.
Oh it's raining again eh? Can't say I'm surprised (= that comes as no surprise to me)
It's actually 'her' that's singing at that point. I might add some italics actually to indicate the parts.
Although - now I wonder...
Do you think she means war in general. I rather read it as her saying that "she wasn't surprised that they were not going to be friends. "So it's war eh?"
But maybe not?
In which case - "So war comes as no surprise" / "it's no wonder there are wars" or something similar...
