The neither my physical dictionary, nor the internet has been helpful with finding out what "boulages" means in that context. It consoles me a bit that even Françoise Hardy didn't know what it meant (see the quote from her book that can be found as a comment underneath the lyrics), but that hasn't solved my actual problem.
Does anyone have any idea what it means and how the entire line would be translated?

"Boulage" is a term for bakery that describes the action of giving a round shape to a piece of dough. We could perhaps see in it the same meaning as "roulé dans la farine" (litteraly "rolled in flour"), that is to say to be deceived, abused. That seems to fit the meaning of the sentence.
It can also come from the expression "se faire envoyer bouler", i.e. to be rejected, to be excluded.

(Translating pipeau as "pipe" didn't make much sense, so I thought it might come from "C'est du pipeau" which I'd usually translate as 'bullshit' but that felt kinda wrong)
I agree, this translation seems to have a better sense.. really is boring to talk about nothing, ( the deceit, in fact) and shatters describes perfectly the effect.
