I have just a couple of suggestions for you.
"Well on the way" = "Sulla buona strada", referring to someone who has already started doing something and is on the right track to complete their task
"But nobody ever hears him, / or the sound he appears to make" = " Ma nessuno ascolta mai lui / o il suono che sembra emettere" (a very minor change, but it may help convey the message that no one is listening to the fool and the sounds he makes)
"And nobody seems to like him" = "e nessuno sembra volergli bene"
" they can tell what he wants to do" : if I understand this verse correctly, it means that people are able to understand or predict what the fool wants to do. If so, it could be translated as "sanno cosa vuole fare". "possono dire" sounds more like "they are allowed to say"
" He knows that they're the fools / they don't like him" = "sa che gli sciocchi sono loro / e non gli vogliono bene"
