Why all the caps in the title if the original title wasn't stylized like that?

That’s not even close to the original title, nor the caps title makes any sense
Is it "You're not satisfied with the little [knowledge in] Russian you have?"
I honestly only came to point out the rules:

It is actually kinda sorta an idiom. ‘To tell someone in Russian’ means to tell someone something obvious
It’s like “if you don’t understand your native language, what can you yield?’
