In this song title: Ои, Туманы Мои, Растуманы
I was told that it roughly equates to: Oh My Mists, Misty Mists

However I refuse to believe that 'Туманы' and 'Растуманы' are the same.

Could someone please explain what I'm missing here.

Туманы-Растуманы this is for rhyming
The word [растуманилось] sounds like "the fog is everywhere". But "затуманилось" is common for Russian.
We do not use the 'растуман/ы' as a noun, too, it is in lyrics only.

I agree with Lina. They are two words with the same meaning. "Рас-" added just for the sake of rhyming and singing.

Or, I'm not sure, 'cause I wasn't very good in Russian grammar at school, perhaps " рас-" actually could mean something, maybe it could be a prefix intensifying the word meaning. Sometimes we tell about someone "такой растакой" and that could mean "he is such an (ass)!". So if it is it, the man who told you "misty mists" could be on the right track, it just sounds weird, I'd translate the phrase something like this: "Oh, my mists, such dense mists".

I think you are right~
that "рас" part could carry the feeling of familiarity too
like - the singer feels attached to them and is giving them a pet name, maybe?

Приставка "рас" обозначает некоторое расширение воздействия, распространенность его во все стороны. Например: "море плескалось" - это в одном каком-то месте. "Расплескалось сине-море" - это уже погода (волнение на море) и некоторое олицетворение моря, придача ему какой-то души, чувств.
То есть "Туманы мои, растуманы" - это "туманы, к которым у автора личное отношение, раскинувшиеся по большому пространству".

The prefix "RAS" means some extension of the impact, its prevalence in all directions. For example: "море плескалось" is in one place. "расплескалось сине море" - this is the weather (sea with waves, almost a storm), and a personification of the sea, giving it a kind of a soul, and feelings.
That is, "туманы мои, растуманы" - a "fog, to which the author has a personal relation, that spread over a large space."

the same.
For example
раскудрявый клен зеленый, лист резной = кудрявый (очень кудрявый?)
Просто для рифмы.
Это мое частное мнение.

Эх туманы мои, растаманы!
гулять - разгуляться
бежать - разбежаться
ходить - расходиться
махнуть - размахнуться
Раззудись, плечо! Размахнись, рука!
Именно, переход на режим "супер", "турбо".

All those examples are using the prefix with verbs. I'm trying recall any other nouns with "рас" to look them up in a dictionary, but all I could recall are some adjectives:

Прекрасный = beautiful
Распрекрасный = beautiful, most beautiful
Чудесный = beautiful, excellent, superb
Расчудесный = beautiful, glorious, marvelous, superb

So, the meanings are almost the same, with the prefix the quality of the adjectives is a bit better, greater.

Туманы (Tumany) are the plural of the word "fog."
Растуманы (Rastumany) is a rhyme created with the prefix "ras-". It does not carry any semantic load.
I do not know how to express it in English. Just rhyme, a meaningless word.
