Actually, this song is about 70 years of soviet power in Russia and its waging war on its own people all this time.
That's why BG says in the refrain:
This land used to be ours, ... it will die if it belongs to no one, and now it's time for it to be returned (to the rightful owners).
It was a revolutionary song in the 1980's.

Akvarium is one of the massive Soviet Rock groups of the time, and followed the footsteps of Mashina Vremeni like many others. This song is anti-Russia-anti-war. This song is an emotional cry, staying that their option now, is to kill themselves, as all they've done is kill themselves. The "train" is a metaphor for humanity, humanity is traveling down the tracks, and now, they cannot stop. The most powerful line in this that symbolizes this hopeless fighting they've gone through, not just the arms race, but the actual conflicts and proxy wars Russia (and the US) created is summed up by the nuclear tension.
