Let me offer a few suggestions. In this song she is calling to her brother. So I would use "you" instead of "he". For instance:
Where have you gone? or Where are you?
What are you doing now?
Everyone is waiting for you.
Is it fine there, or is it cold and rainy?

さくら、しあわせにくらせよ
くらせよ means "do live".
Live happily, Sakura

Why do you use "celebrate"? Can it mean "live"?
