(A possible racist comment ahead!) Could it be because of the positive influences that those places had during the World Wars? (I added the word positive to help avoid any "wars" of my own that I could start here)

Highly doubt that. Italy had no effective impact on the result of either wars and France was too busy getting bullied by the Germans after they took Paris during WWII. The UK was the only country that actively contributed to the victory in both wars. Plus I can't remember what role Japan had in WWI, but in WWII the Japanese were allied with Germany, so they were on the losing side.

I can't speak for Italy and the UK but I know for a fact that the japanese were completely obsessed with France a while ago. They saw France as the epitome of exoticism and they also sort of saw them as their "european equivalent" very broadly speaking of course.

I also know Japanese love the Italian cuisine and they have a lot of Italian restaurants whose names would make any person with a slight knowledge of Italian swear words burst out laughing. Some examples are: Scassacazzi, Madonna Maiala and Ti Picchio.
I doubt that's somehow connected, though.

I don't know the first thing about animes, but if I remember correctly, Heidi partly takes place in Frankfurt (Germany).
