Luoy as a verb can either mean "to have mercy (on)" or "to have pity (on)"
Notice that the structure of the English translation is faithful to the original lyrics in Cebuano. This is to succinctly showcase the almost 'poetic' characteristic of the original lyrics, which gives the song it's arresting quality as this style of utterance is considered 'earnest' or 'solemn' by modern speakers of Cebuano.
Also, notice that some parts of the lyrics skip one line and continue in the next, sandwiching a line that is a continuation of the previous line not involved in the sandwiching. Some just tossed grammatical order to the wind that even to a native speaker, is quite...confusing. Well, this is a Gozo, after all.

Those within parentheses are filler words that are not present in the original lyrics but are required to make the English translation more sensible and/or logical.
Edit 01/12/2021: I've come to understand that the line "...sa mga puno-an nila" is better translated as "...by their leaders".
Conceptually, puno-an denotes an object-source of a certain fruit (e.g. 'puno-an sa mangga'... the tree-bearer of mangoes = Mango Tree). In a more abstract sense, it could also denote a source of a certain thought or feeling as in 'ang puno-an sa tanang daotan' (the source/root of all evil), etc.
***Puno-an also denotes a person in charge of something/a group of people. The 'head' or 'principal' of such a group. (Obsolete)
