To cover all of the bases means to deal with, or hope to deal with something thoughly. To plan for any action, at any angle (perspective).
It comes from baseball jargon, meaning to have a defensive man at every base in case the play (action) is there. There are first base, second base, third base, and home plate (it too is a base).
