So this proverb states that the issue or the thing you're aiming to do is like an iron, and if you want to do your work with it, you shouldn't wait till cools down or else you can't do what you desire with it. So always strike it (Take your action) toward the thing rapidly just like welding metal.

This proverb has an opposite as well and it is
"في العجلة الندامة"
Which literally means "With being in hurry comes regret".
