Cracow/Krakow/Kraków is the city of the singer. It's also the second biggest city of Poland, the former capital with the graves of the kings, and the city of poetry and culture, with all the pretentiousness associated with this. Lately it's also the city of mass British tipsy sex tourism. But it's another matter. There's sometimes some melancholy associated with Kraków in culture, f.e. one of the most famous songs about Kraków is a song about the rain there.
Spleen in Polish means actually a state of apathy which doesn't really have to be completely bad, but, at least in today's use, it is, and it's a state of melancholy. It is, however, usually translated in this case as depression, and while it sounds worse, it's perhaps more proper. Eventually I decided on "gloom", because, while it has other meanings, these meanings fit this song and lyrics.
The song itself was published in 1983, not so long after the martial law era in Poland (1981-3), when the society, revolting against communism, opression, but also against the political and economical reality, was forced into submission by the communist-led army. A milion people emmigrated, the freedom ended, and the economical crisis became even worse.
P.S.
The use of the "shrouded" word here is not my idea, I've taken it from the other translation, because I found it adding to the general sombreness of the lyrics.
