You actually do have the translation for "Bitte nie wieder diesen Turm verlassen zu dürfen" pretty much correct. There are a couple ways of saying "to ask" in German, one of them being the verb "(um etwas) bitten", which is like "to ask for something". So the line is saying "Never ask again to leave this tower" (because bitte in this sentence does not mean "please" but is actually the verb "bitten" in the command form).

Original lyrics
Mutter weiß mehr [Mother Knows Best]
[Mutter Gothel]
Soso, du willst nach draußen gehen?
Also, Rapunzel, sieh dich an.
Ganz schlecht angezogen, unreif, tollpatschig,
Alles, was ich will von dir.
Rapunzel?
[Rapunzel]
Ja?
[Mutter Gothel]
Bitte nie wieder, diesen Turm verlassen zu dürfen.
Nie wieder.
[Rapunzel]
Ja, Mutter.
[Mutter Gothel]
Ich liebe dich wirklich sehr, mein Schatz.
[Rapunzel]
Ich liebe dich noch mehr.
[Mutter Gothel]
Ich liebe dich am meisten.
Kind, vergiss nicht meine Weitsicht.
Mutter weiß mehr.

Translation
Mother knows best
[Mother Gothel]
So, you want to go outside?
Well, Rapunzel, look at you.
Tender as a flower.
Still a little sprout, just a sprout.
You know why we're here in this tower.
[Rapunzel]
I know, but...
[Mother Gothel]
Exactly. So nothing happens to you, child.
It was clear to me that the day would come,
on which you'd want to go, you'd wish it dearly.
Soon, but not now.
[Rapunzel]
But...
[Mother Gothel]
Shh!
Believe me, child.
Mother knows best.
Mother knows best, listen to your mother.
The world is terrible and wicked.
Mother knows best, better than all the rest.
Out there you're all alone.
Drifters, thieves, poison ivy, quicksand, cannibals, snakes, the plague
[Rapunzel]
No!
[Mother Gothel]
Yes!
[Rapunzel]
But...
[Mother Gothel]
There are giant beetles, men with sharpened teeth,
but stop, first I have to calm myself down.
Mother is here, she will protect you,
we'll live as we have up to now.
Don't make drama, stay with mama.
Mother knows best.
Mother knows best, come on, believe your mommy
The world doesn't hold what it promises.
Poorly put together, immature, clumsy,
please, you won't survive that.
Gullible, naive, and seemingly dirty, confused
and also a bit weak.
And, so it seems, also a little chubby,
I only mean well by you, child.
Mother knows what to do, I only want to help.
All I want from you
Rapunzel?
[Rapunzel]
Yes?
[Mutter Gothel]
Please never ask permission to leave this tower again.*
Never again.
[Rapunzel]
Yes, mother.
[Mother Gothel]
I really love you so much, my sweetheart
[Rapunzel]
I love you more.
[Mother Gothel]
I love you most.
Child, don't forget my foresight.
Mother knows best.

Russia is waging a disgraceful war on Ukraine. Stand With Ukraine!
* I don't quit understand this line, in the German there's no word for "ask", it's literally "Please never again this tower leave to be allowed" which doesn't make much sense to me, it seems like she's saying "please never leave this tower again" but at this point in the movie she hadn't ever left it in the first place, so I don't know. I figured maybe "zu dürfen" had some built in meaning of asking here that I don't know about, that's the only way it seemed to make sense, but I could be wrong.
