A person who is usually, notably of good character but lacks manners (etiquette), education, fashion style, sophistication. The person does not have to have all of the attributes to qualify. It can be any, or all of them.
The expression suggests an uncut diamond, which is
unattractive to the eye but which has the potential of
becoming a beautiful stone when properly cut and polished. While it's usually used to describe an unpolished or unsophisticated person that has potential, it can be used to describe other things.
