You should consider that "повелеть" is a rare and, I'd say, rather archaic word. I think, it's better to use "bid" either as a verb, or as a noun to achieve a closer match. :)

S1L4 on a paper->on a sheet (of paper)
S1L5 in the corner->on its corner (I may be biased, but I understand this as if the boy had been put in the corner and was entertaining himself by drawing)

S3L1 be quietly->be quiet
S3L3 are afraid of explosions->are scared by explosions (that's closer to the original "пугаются")
S3L4 look at the sky->are looking at the sky
S3L5 stubbornly say it->keep saying (repeating) stubbornly
