It's been only 18 years (no internet).
1) Tom and Jerry are twins. This year, Tom celebrates is 15th birthday, but Jerry celebrates his 14th birthday. How is that possible?
2) I'm cool and I've got two faces. What am I?
February 29th? Or is it midnight? Both are at different ends of the craft at international date line? Jerry had a 1 and 9 months gestation? :D
If you were born eighty years ago on February 29th would you be only 20 years old?

1) [@petit élève] is right (but accidentally switched the names):
Tom was born on 31st December 2003 a few moments before midnight (and so he will celebrate his 15th birthday this year), while Jerry was born on 1st January 2004 a few moments after the new year has just begun (and so he already celebrated his 14th birthday this year).
2) Putin is a funny reply, and you are also right with him, but it was not the solution that I wanted for my riddle:
It's the month January which derives from "Janus", the Roman god of all beginnings and endings (and a lot more) who had two faces looking at the past (=the old year) and at the future (=the new year).
The father (and mother) are in flagrante delicto.
Or maybe enjoying a cigarette... ;)
