I tried to listen to this several times. It doesn't sound Cantonese, or the singer is really singing Cantonese really incorrectly. It doesn't sound like Mandarin Chinese or Teochew dialect neither. I guess it should be some Chinese dialects. Can anyone help?

I'm guessing but, probably, this song is done by Japanese musicians imitating Hong kong people. Maybe they couldn't hire Cantonese speakers...I don't know.

I also think that it is possible. This can be a gimmick as well. Strange thing is that this music serves as the BGM for TV commercials in the game. The voiceover in the commercials were in perfect Cantonese in fact:
