Certainly an interesting poem, I liked it. But can you explain what they mean with "Quite not like the dog // Who wants to lock in computers // To get rid of true citizens."? I don't understand that verse.

The dog is the lice dog which appears in many of my texts.
To lock in a computer is for a system engineer: to block the running of a computer by special key orders.
Here it refers to totalitarian rulers who block the internet - network or want (Russia) to have an internet of its own, which is technical nonsense.
The aim is very clear: stopping citizens to have a look at what is going on outside the country.
Lenine and French revolutionaries (“la commune”, which has been an inspiration for V.I.L ) knew that an international exchange is mandatory to be able to resist the wrongdoing face of capitalism.
Here it is simply a question of human rights.
BBC decided then to go on the dark web which doesn’t exactly work with memorizing “IP address”.
But the lice dog wants more: to cut the links and make an internet for Russia alone. The core of that network has been built by scientists to communicate and that’s not surprising either that that special dog (V.V.P) wrote an “ukaz” to stop Russian scientists to communicate with scientists of the world.
Nonsense for someone scholar enough to know that creating is exchanging.
