I'm not sure, but it's probably a reference to 1984, the dystopian novel written by George Orwell.
At some point, the protagonist of that book is arrested. The first stanza is clearly talking about a prisoner:

Time to tell where you are
says the man behind the bar
Now the devils in my head
I just can't hear what he's said

That protagonist used to work for the government in the Ministry of Truth. His job was to censor the news. Now take a look at the second stanza:

Crumpled paper hits the floor
Another story to ignore
No one sees it fall
But the man behind the bar

I think there's a mistake in the third stanza, where you wrote 'whose'. That's probably a 'who's', as in a question. 'Who's left to fight our eagle?' The verse 'Demolition cracks the skull' is probably about the brutality of the torture Winston (that's the protagonist's name) and other prisoners face in jail. But I don't wanna talk too much about the book because I love it and I hate spoilers. It's a great book.

To me, with its clear reference to it, it evokes the background of the story of Footloose (which came out in 1984) about the clash of freedom-loving youths and conservative adults.
