This song is completely surrealistic so don’t expect to find a meaning in English, it doesn’t make much sense in Italian either.
The story, as you can infer from the video, is that the author is charged and tried for failing to write a pop song and his freedom depends on his being able to comply. The lyrics are about his attempts at figuring out what a pop song should be like, hence he starts quoting from all the songs he can think of, referring to all the masterpieces of Italian popular culture and throwing in words that he believes should be in a pop song (like ‘sole, cuore, amore’).
