"Con" here means "jerk, fool, idiot".

It means "cunt" in an clearly sexual context, and as in English, the two meanings overlap when the word is used by someone who thinks "female" automatically means "stupid".

But in the song Brassens is saying that people of all age groups can be foolish, and the young and the old usually take each other for fools.

There was a popular french film called "Diner de Cons" which illustrates this pretty well. A group of rich guys invite wacky eccentrics to dinner for the fun of watching them make fools of themselves.

Indeed, in common speech, "con" has almost entirely lost its original, sexual meaning. But it is much stronger than jerk, fool, or idiot.
On the other hand, in meridional parts of France (South West especially), where people are used to abuse each other for fun, "con" has become almost synonymous to "old chap" (and pronounced "conng", with the local accent). In Toulouse, a close friend could salute you saying "Comment ça va, con?" - a common oral formula hardly ever written.
On the whole, I don't know of any English word that would be an equivalent (you possibly do). In Italian, it would be "Stronzo".
