Hi, which is the context?

Maybe it could be something like reaching two percent in phone battery (it's about to be turned down) and at that same moment listening to it ringing (which would be like a lost/missed call because you wouldn't be able to answer)?

He laughs about it, but only he's the one finding it funny - a two-percenter. After that the phone rings.

A joke or reference that is so obscure that only a small minority (e.g., 2%) of the audience will recognize and understand it.

I don't know a lot about cell phones - except that my phone always tells me the battery is low at 15%. Are you still able to answer a call with 2%?

I actually have two mobile phones at the moment. One (the oldest) goes from 100% to 0% and the other (newest) turns automatically off when it reaches 1% (it says that it's due to energy saving). I'm not really sure I'm able to answer when my battery gets that low.

EDIT: Oldest phone warns when battery is around 15%, newest does that at 15%, 10% and 5%. Better technology, I guess :P

Happened to me at least once that the phone rang with 1-2% left and then shut down because of the energy required for the ringtone. So no, you can't really take a call with 2% left which is the point of the line in question - a situation that impossibly can turn out well.
