It's difficult to say, but normally we do write the first performer of a song into that field (at least I do so, I don't think we have an official policy on that), which has the advantage that songs that are mere cover versions don't get their own entry when the original version already has an entry.
But when it comes to very old music were only the composer or lyricist is known I'd say it's a case per case decision.
And in this case, Carl Riedel propably the first performer of this combination of melody and lyrics since he wasn't merely composer or lyricist but also the head of an orchestra, and if he wasn't the first to perform it then we don't know who it was instead. At least not Heintje.
