I concur. Pretty funny song, and definitely about Moscow (and its merry suburbs)

This isn’t a song about Moscow, but the unending propaganda to humanize Stalin and revise history. I speak for millions who do NOT wish to hear:
Чтобы руку поднял Сталин, Посылая нам привет.

There are later performances of it that don't sing the only couplet that mentions Stalin. If the intention of the song was indeed to "to humanize Stalin and revise history", that wouldn't be possible.
This is a quite well-known song about Moscow, even the Unhasu Orchestra performed it:

I don't see what lets you speak for millions, either.

The lyrics on the page you link, unfortunately do have these lines about Stalin.
You can see by my actions that I love Russia, the country, its people, its songs. My grandfather, father, mother, uncle fought for her in WWII. But, I struggle to reconcile this with any positive mention of the man who contributed more to the destruction of so many innocent people, their families, friends, and innocent bystanders.

Because that's the original lyrics. It just makes sense to add all the lyrics on a lyrics page. That doesn't make that "This isn’t a song about Moscow", as you said in your above comment, it's still a song about Moscow.
Anyway, ohkrrl can look at the lyrics for themself and decide. (They don't list Russian as one of the languages that they speak, but there is an English translation of the song.)
