Не растут даже в черном году
Клен напрасный и верба напрасная
И напрасный цветок на пруду.
 
Не взирая на нечто ужасное,
Не текут даже в черной тени
Волны, пенье, сиянье напрасное
И напрасные слезы и дни.
 
Дело ясное, ясное, ясное,
Здесь, и больше нигде никогда,
Не бывает напрасным прекрасное,
Не с того ли так тянет сюда
 
Сила тайная, магия властная,
Звездный зов с берегов, облаков.
Не бывает напрасным прекрасное,
Ныне присно, во веки веков.

That which is Beautiful can't be for nought,
Even in a black year, won't sprout
A useless maple or verbena,
Or a useless lily on the pond.
 
In spite of looking at something awful,
Even in the darkest shadowy hour,
There are no waves, singing, radiance for nought
Nor the useless tears and days.
 
It's quite clear, clear, clear,
Here, and furthermore, never and nowhere,
Can what is Beautiful be for nought.
Isn't this the reason you yearn to be here?
 
Secret force, powerful magic,
Celestial call from the clouds and shores.
That which is Beautiful can't be for nought,
It is so now and forever it shall be known.

Deanna, some suggestions:
Your opening line is the most interesting from the grammar standpoint, but it seems legit.
I would suggest a "drought year" or a "bad year". Drought will give you some consonance and it is not far from the original meaning.
I'm not sure that a "black year" could be used. My beloved Urban Dictionary gives a really funny explanation btw for "black year"

Can what is beautiful be for nought.>you forgot to capitalize B there?
I'm tempted to suggest some changes to the last stanza to improve consonance:
...powerful conjure
....clouds and shores.
All are suggestions, so it is all up to you.
A difficult text to translate imho:
Дело ясное, ясное, ясное,
Здесь, и больше нигде никогда,
Не бывает напрасным прекрасное,
Не с того ли так тянет сюда.

"be for nought" is very old. I fear that rather means "cost nothing" than "be worth nothing"

Even in a black year, won't sprout
The useless maple or verbena,
Nor the useless lily on the pond. -> there is something off here. As if all these plants were useless and wouldn't sprout!

What about this:

Beautiful things can't be for nought,
Even the darkest year won't see
Maples in vain, nor willows,
Nor on ponds useless lilies.

Hi, Dea.

I think your lovely translation would look much more impressive if you changed the article.

That which is Beautiful can't be for nought,
Even in a black year, won't sprout
A useless maple or verbena,
OR a useless lily on the pond.

Meaning "not a single one". Grammatically speaking there should be 'OR' to avoid double negation.

Anyway, it's up to you, of course.
