At first I thought the lyrics had some Vietnamese, but its just "oh i don't get in my, i've thought it back"
Saigon as a city is not a slow, calm city by any means, and nothing from the lyrics or sound describe it as anything other than a peaceful place, far from the reality of crazed motorbikes and megaphone vendors. For all we know, he could have titled this 'Midnight in Switzerland' and nothing would change. The sound, lyrics and instruments all have nothing to do with the city, at least in my opinion.
