I am not sure; I don't think there's much of a difference, since the tense is already established by the context. "Had arisen" though seems a bit too far into the past tense.
Originally intransitive verbs were not used with "has/had" but with "is/was" and a few are sometimes still used thus in English (e.g "he is come" is still sometimes used instead of "he has come", likewise for "is arisen"/"has arisen"), and is more appropriate if you are aiming for a slightly "archaic" tone.
