This song is very difficult. It's not clear where these "two cute children" come from. I don't think "he" is in the restaurant with her.
I think "she" is remembering the time when she was twenty years old. But, strange thing is "chiffon dressed woman" sits next to him.
This sound like "he" is at the Chinese restaurant with "her". She is remembering his propose long time ago just like an illusion while she smoke a cigarette. This song is so confusing! "He" looks like a ghost.

Very true, I think we have what is called an 'unreliable narrator' here perhaps? My understanding of the story told goes something like this:
Narrator used to frequent the Chinese restaurant ➡️ Narrator met her love interest there and spent many happy occasions there(20th birthday, proposal) ➡️ They break up at some point afterwards ➡️ Many years later the narrator returns to that same restaurant and unexpectedly sees her love interest there(the same one who proposed back then) with a new partner and possible children with that new partner ➡️ Narrator goes out to smoke a cigarette and reminisces and thinks about everything in the past and what she just saw.
Ok, we are probably over-analysing/complicating things but I highly appreciate your thought-provoking comment :)

Hi, thank you for your nice analysis. @Ondagordanto explain me everything. This song is about protagonist's imagination (Illusion) while she's smoking a cigarette. This song is all 蜃気楼(illusion). Protagonist is watching her ex-fiance and his 2 children and his chiffon dressed wife
sitting next to her at Chinese restaurant, but they are all her imagination (illusion). If you think this way, this song is convincing.

I could interpret it as she finding the situation so... say "bizarre", she then proceeds to say it's like an illusion, as in, "I can't believe how many series of events had to transpire for this moment to happen, I'm experiencing so many feelings at the same time, it's surreal".
Our best bet would be to ask the lyricist, and that he happened to be rather fluent in English lol.
