This song is called "La vacaloca" which literally translates to "madcow"/"crazycow". This isn't an actual Spanish word, but the name of a fictitious dance which this song is about and that we all dance. Hence my translation of the title.
"pal" is a contraction of "para" and "el" ("to" and "the")
Assuming "vai" is the Portuguese for "go" because Portuguese is spoken often in the album to which this song belongs ("Próxima Estación: Esperanza").
The bit about the skull not crying ("calavera no llora") is also sung in the song "Otro Mundo" on the Radiolina album and in "Bienvenida a Tijuana" on the Radio Bemba Sound System live recording. Not quite sure what it means beyond the literal as several definitions could apply (http://lema.rae.es/drae/?val=calavera).
