The meaning of "hoy" and "nanayda" is not clear. According to the "Survey Dictionary [of Anatolian dialects]", "Nanay" is a folk tune and a dance that accompanies it around Kars in northeastern Turkey. It could, therefore, mean "at the dance".
"Cileveloy" I believe is a contraction of "cilveli oy", meaning "vow flirtatious/flirty/coquettish".
