Author's comments:

When in spanish we repeat "que ___, que ___, que ___" it is like we're repeating what someone else said and was fussing about.
"She kept complaining, that the weather was cold, that the economic crisis, that the this, that..." Etc.
I believe that is part of the sense of this song. Everything that is happening outside vs. just he and Clara alone in a bed.
