That’s present continues passive and “час” here means moment.
Это пришёл праздничный вечер.
Means the festive evening has arrived.
Пусть на улице вьюга и ветер, но даже они улыбаются мне.
If there is blizzard and wind outside, even they are smiling for me.
Here “пусть” means “even if/when”. And present continues tense.
И звон часов в праздничный вечер.
And the clocks chime in the festive evening.
Here “часы” is wall clock.
Новый-новый-новый год, все мечты исполнит.
Новый-новый-новый год, мы на год запомним.
Новый-новый-новый год, не жалейте свечи.

The meaning here is that despite the blizzard and wind that there is outside,the candles(or the blizzard and wind?) are smiling.Their "smile" is at the person(so the smile is a response to the smile of the person)or for the person(so that smile implies the mood of the person,the smile of the candles represent the smile of the person)?

In “Пусть на улице вьюга и ветер, но даже они улыбаются мне” the smiling is done by “вьюга и ветер”. ;) I think I got a little lost in your question, though I understood that it is about smile. So I’ll give you my interpretation of this line. “Even if it is stormy and windy outside I’m still so happy (‘cause the New Year is approaching) that despite bad weather (storm and wind) I find in them (storm and wind, again) something endearing”. Of cause the “smile” here is figurative and not literal.

Russian does have almost free word order, and subject here is “вьюга”. Of cause “добрей” here is again figurative. It means here “less strong”.

It’s imperative (plural). The “двенадцать часов” here is midnight, when a new day begins.
