The song makes heavy use of Glossolalia - invented words and speaking in tongues, which is marked by uppercase - those words don't mean a thing.
The word "OKANO" reminds of a nickname for a girl with pretty eyes (eye - "OKO"), and the whole song is reminescent of a singer being so much in love with the pretty eyed girl that he can't find the right words to express his love, therefore playfully invents the nice sounding rhymes by speaking in tongues.
