Raio = (stroke of) lightning
The lyrics paint a picture with words. The sun has set, but the sky is still a deep blue, not quite the black of night yet. The moon and stars are now visible, and are reflected in the ocean. A strong gusty wind is blowing the clouds around, as if "playing" with them. Suddenly a lightning strike turns the sky a silvery purple (cor lilás = color of the lilac flower). The observer is very excited about this sight, and wishes for everyone to be able to see it.
