Seems to be rather catalan? Someone would like have an English translation of it, but was not able to put in a proper request...
I guess this song is by Cesaria Evora, the part similar to Catalan is actually Creoule Portuguese :)

Now I had a look on wiki, there are indeed dozens of these portuguese creoles, but some of them are extinct (especially in southern asia)

I have some information that might help. Some of the lyrics - the ones sung by Salif Keita - are a Malian language callled Bambara. My ex-husband knows a bit and used to translate for me.
Some of the lyrics are miswritten above. Some is French with Bambara following, for example:
Xurin né bi feu J t’aim
Cheree, ne bi feu, Je t'aime
As far as I remember, ne bi feu is "I love you" and ne ti feu is "I hate you" - or something similar.
Bottom line, I would ask someone Malian who speaks Bambara to translate this song (I hear some surrounding countries speak it as well). I think Cesaria Evoria's lyrics are likely Brazillian Portuguese. There is some French mixed in with the chorus and Salif Keita's words, but a Malian will likely speak French as well.
Again, I think that the lyrics above are poorly transcribed, so you might want to ask them to listen and transcribe for you.

This song has been a pain in the neck for so long, and no one has come out to solve it. Evora's part is in Cape-Verdian, a variant from Portuguese, which seems not quite clear to me either, so I can't even try to traslate it :(
