This one is deceptively simple-looking. In fact, it's extremely idiomatic and the shades of meaning are tough to discern. Still, the author[s] chose the words for a reason and I tried to figure that out here. I'm posting it but I hope it's OK to come back and improve it if I suddenly grasp something that's escaped me so far. I'm curious to hear how close or far my interpretation landed.
