I read a translation about the title meaning "as if it were raining flowers" or "as if it were raining bullshit" something like that. admittedly this translation still doesn't make sense, but I'm sure its hard to translate Chinese to English, two completely different cultures and languages.

The two English translations means nothing if you translate them back to Chinese. Sometimes it's hard to explain Chinese words or things in English. So that's why I choose 'Everything's a Mess', suiting the title meaning and the song meaning. For real, 天花亂墜 literally means 'the ceiling is collapsing randomly' or 'confusing', but these two titles do not match the song's meaning. You cannot expect 100% literal translation when it comes to Asian languages and European languages. Like for the word filial piety, if you are Chinese, you know what that is but you cannot explain it in English. Also for the word '幸福', you know what that means but the translations of this word are either 'happiness' or 'blessing', but in Chinese it means more than just being happy or blessed.
Sometimes I really don't know how to translate Chinese to English, or vice versa.
Yep, it's definitely sarcastic. It's talking about Hong Kong's situation in 1980s. (And even now)
I have to admit that I don't know how to express '天花亂墜' in English (literally means ceiling collapsing randomly). I take the meaning and translate it to 'Everything's a Mess'. Also for '意難平', because it comes from 'Dream of the Red Chamber'-- 縱使舉案齊眉，到底意難平. There's so much to talk about this sentence and so I decide not to explain it, anyway, it doesn't affect the song's meaning.
'求其' is a Cantonese term, meaning you are not being serious and the thing you want is not really that important to you at all.
