I could use some assistance with understanding a few phrases:

> четвертый все поет о трех-четырех
The fourth one is always singing about three-four... of what?

> А машине, которая шла на восток, обломали рога менты.
What does the idiom "обломать рога" mean here? Wiktionary (link) indicates this phrase can mean to scold, punish, or take revenge, but none of those meanings make sense to me in this context.
