True, the complete version is better. Your translation looks interesting, the only thing I regret is that there seems to lack the very strong image of the 'voices soft as thunder' of the tigers, because it is central in the text and really striking... (the rest of it being more conventional, IMO).

Probably, but it could also mean that men can speak very gently and suddenly start screaming (my interpretation). Anyway, it's not the word 'thunder' alone that is striking, it is the proximity of the words 'soft' and 'thunder', especially when talking about the voice of tigers....
